Artificial intelligence is regarded as the most important aspect in digitalisation. Particularly important are also the integration of advanced technologies into society and transition to a gigabit society. With the emerging technologies such as the AI and the data economy, the EU can recover rapidly and become the world’s leading digital society.

The EESC opinion should cover the following topics:

Regulation (EU) No 531/2012 expires on 30 June 2022. The aim of the proposal is to extend it, while adjusting the maximum wholesale charges to ensure sustainability of the provision of retail roaming services at domestic prices, introducing new measures to increase transparency and ensuring a genuine ‘roam-like-at-home’ experience in terms of quality of service and access to emergency services while roaming. As Regulation (EU) No 531/2012 has been amended several times, the purpose of the proposal is to recast the Regulation to improve clarity and replace the multiple amending acts it contains.

In the rapid transformation process of the global industrial landscape, digitisation has assumed a fundamental strategic function. It now covers the entire cycle of the value chain of products and services and involves both large enterprises as well as small enterprises and micro enterprises. In this process, the need for flexibility and speed of adaptation often lead to the need to outsource parts of the production process to professionals who often have the position of "freelancers".

This opinion examines how European legislation on circular public procurement can combine the main purpose of the contract with environmental protection, greater attention to SMEs, sustainable local production and the protection of social rights. This can be achieved by seeking and favouring solutions with a lower impact on the environment throughout their lifespan.
