Pēc ilgām un sarežģītām sarunām ES un Apvienotā Karaliste 2020. gada 24. decembrī sekmīgi noslēdza Tirdzniecības un sadarbības nolīgumu (TSN). Minēto nolīgumu no 2021. gada 1. janvāra piemēro provizoriski, līdz Padome un EP pabeigs ratifikācijas procesu. Tāpat kā citos nesen noslēgtajos brīvās tirdzniecības nolīgumos arī šajā nolīgumā ir iekļauti īpaši noteikumi par pilsoniskās sabiedrības dialogu. Tāpēc EESK, kas ir galvenā pilsoniskās sabiedrības dialoga dalībniece, ir nolēmusi izveidot gan institucionālu satvaru, lai veicinātu attiecības ar Apvienoto Karalisti un tās pilsonisko sabiedrību (uzņēmējiem, arodbiedrībām un citām organizācijām), gan arī TSN uzraudzības struktūru.

Šī jaunā sistēma, kas pielāgota, ņemot vērā ne tikai noslēgto vienošanos un ES un Apvienotās Karalistes jaunās attiecības, bet arī nesenos institucionālos notikumus saistībā ar EK, ietver tādas struktūras kā:

  • ES un Apvienotās Karalistes koordinācijas komiteja, kas turpinās Brexit pārraudzības grupas politisko darbību, un EESK komiteja, kurā mēs varam noteikt savu darba kārtību un prioritātes, lai pielāgotos jaunajai realitātei;
  • ES vietējā konsultantu grupa, kas izveidota saskaņā ar ES un Apvienotās Karalistes TSN un kas ir pilsoniskās sabiedrības institucionālais pīlārs, kurš kalpo par pamatu ES un Apvienotās Karalistes tirdzniecības attiecībām.

Tagad, kad abu partneru turpmākās attiecības tiek regulētas, balstoties uz tik svarīgu un visaptverošu partnerības nolīgumu, EESK ir apņēmusies pildīt savu uzdevumu, optimizējot minētā nolīguma potenciālu, it īpaši attiecībā uz Apvienotās Karalistes pilsonisko sabiedrību. EESK ir apņēmusies pēc Brexit uzturēt ciešus kontaktus ar Apvienotās Karalistes pilsonisko sabiedrību, veicināt dialogu un apmaiņu un iesaistīt pilsoniskās sabiedrības organizācijas sociālo lēmumu pieņemšanas procesā, tādējādi nodrošinot, ka tiek saglabātas spēcīgas ekonomiskās, sociālās un politiskās saites, kas izveidojušās vairāk nekā pusgadsimta laikā kopš Apvienotās Karalistes dalības Eiropas Savienībā.

  • In particular the EESC:

    • supports the adoption and early implementation of the proposed regulation, which ensures adequate sanitary and phytosanitary (SPS) standards for a transparent, streamlined and safe supply of the market of Northern Ireland from other parts of the UK;
    • acknowledges the significant effort made to reconcile the facilitation of procedures, to safeguard the integrity of the EU internal market and the protection of public animal and plant health;
    • urges the Commission to further clarify and provide solutions for the areas of more apparent divergence between SPS standards in the UK and the EU;
  • In particular, the EESC: 

    • supports the adoption and early implementation of the proposed regulation, which would ensure continuity of supply of medicinal products for human use in Northern Ireland;
    • agrees that it is essential that the proposed regulation contains a provision enabling suspension of the specific rules by the Commission in the event of the UK's non-compliance;
    • encourages ongoing consultation with key stakeholders to help ensure timely implementation as well as monitoring for any future risks to the delivery of the objectives of the proposed regulation;

  • At its January plenary session, the EESC adopted an information report on the Implementation of the EU-UK Withdrawal Agreement, including the Protocol on Ireland and Northern Ireland. The report shows that UK organised civil society is strongly in favour of a deeper and more constructive relationship with their EU counterparts and the EU as a whole. This could contribute to the implementation of the Withdrawal Agreement and help maximise the potential of the EU-UK Trade Cooperation Agreement.
