The European Commission review of EU trade strategy is timely in the first year of a new Commission.

 

The intense public interest that has been aroused by the TTIP negotiations between the EU and the US demonstrates that trade is no longer an esoteric matter nor the concern of those few who are sufficiently involved to master the finer, highly technical detail that trade involves. It is now a popular issue and part of the public agenda, but because of its technicalities it is also open to wide misunderstanding.

The European Economic and Social Committee (EESC) believes that the European Agenda on Migration should be designed so as to take into full consideration the humanitarian dimension of its scope, and the EU should not forget its fundamental commitments and legally binding rules to protect lives and human rights, especially of people in danger. The EESC supports the vision to provide a long-term response to migration, addressing the root causes of migration and creating a dialogue with third countries based on cooperation and shared responsibility. Tailored and specific agreements with each country, with full respect of human rights are also supporter. Flexibility provides the right perspective and combination of actions and incentives.

The EESC considers the intention to create ETIAS as a currently inevitable step corresponding to the threats caused by external and internal circumstances. ETIAS should be based on the right balance between risks and safety, at the same time avoiding increased administrative burdens and barriers for people travelling to the EU. The Committee stresses that ETIAS should fully respect the fundamental rights of applicants and avoid any discrimination. All data gathered by the system must be protected and access to it should be strictly limited. All applicants should be allowed to use the services of intermediaries to obtain the travel authorisation, if needed. However, the costs charged by these intermediaries for their services should be monitored and evaluated by EU delegations in the third countries.

The EESC believes that equal access to healthcare, one of the main objectives of health policies, can benefit from digital support provided certain conditions are met: equal geographical coverage; bridging the digital divide; interoperability among the various components of the digital architecture (databases, medical devices); and protection of health data which must under no circumstances be used to the detriment of patients. The EESC highlights the need to develop and facilitate people's digital health literacy to encourage a critical approach to health information and to support the development of a nomenclature of reimbursable treatments and wellbeing services

This opinion is on the Annual Growth Survey 2018 (AGS), which establishes the main economic priorities and provides policy guidance for the following year. The European Commission published the 2018 AGS on 22 November 2017 as part of the European Semester Autumn Package. The 2018 AGS is focused on fostering job creation and growth and establishes three main priorities: boosting investment to support the recovery and to increase long-term growth; structural reforms for inclusive growth, upward convergence and competitiveness; responsible fiscal policies to support sustainability and convergence.

The Internet of Things (IoT), thanks to its interconnectivity of persons and objects, offers a vast range of opportunities for individuals and businesses. These opportunities must be backed by a series of safeguards and controls so as to ensure introduction of the IoT is problem-free. With this opinion the EESC aims to  promote awareness-raising and digital capacity-building initiatives and calls inter alia on the European institutions and EU Member States to ensure that security and privacy are protection by building appropriate regulatory frameworks that contain strict monitoring and control provisions.

The Committee considers that the Commission's proposal for setting up a European Labour Authority (ELA) is, if adequately implemented, an important step in the right direction towards improving cross-border mobility, enforcing European and national legislation, fostering cooperation between national labour market authorities and improving access to adequate and up-to-date information, tackling illegal activities and strengthening the internal market, provided that the ELA respects national and European competences and the Member States demonstrate their support and cooperation.

The EESC welcomes these proposals on sovereign bond-backed securities (SBBSs), which fit into the broader context of completing the Banking Union and building a Capital Markets Union (CMU). Moreover, the proposals also have the potential to make a positive contribution to financial stability and resilience. The EESC has been strongly advocating a weakening of the link between banks and their home countries ("sovereigns") and therefore welcomes that SBBSs aim to contribute to this. The EESC considers that in conceptual terms, the idea of SBBSs is an attractive one and feels that the only way to find out whether banks will switch from bonds from their home countries to SBBSs for their investments and whether investors will be prepared to buy "junior" tranches in sufficient quantities to justify the creation of SBBSs, is to test this new financial instrument - the SBBS - on the market.
