The EESC welcomes the Commission's package, a centrepiece in the EU offensive to address the persisting issue of NPLs and fundamental to progress towards the Banking Union. The EESC agrees with the application of statutory prudential backstops as a preventive measure to ensure that credit losses on future NPLs are sufficiently provisioned but warns against a "one size fits all" approach. The Committee recognises that the Commission gives an answer to many of the problems of fragmented NPLs secondary markets in the EU, however, the Committee is of the view that regulators must not encourage the sale of NLPs. The EESC welcomes that the right to a fair trial in a national court is ensured if it is necessary and if the application of the out-of-court procedure as proposed in the directive is restricted.

The EESC considers the proposed European Investment Stabilisation Function (EISF) as a step towards closer euro area integration, and possibly an attempt to encourage non-euro Member States to join the single currency. However, the EESC is of the view that a well-crafted union-wide insurance scheme that acts as an automatic stabiliser amidst macroeconomic shocks would be more effective than the proposed EISF.

The EESC recognizes the importance of a new energy market design for achieving the ambitious climate-related policy goals of the European Union, most notably the expansion of renewable energy. The Committee acknowledges that many of the measures proposed by the European Commission in its Communication, such as the establishment of intraday markets or the removal of market-distorting national regulations, are steps in the right direction. However, the EESC would like the Commission to be more ambitious, in particular in terms of ensuring that energy prices become more transparent and reflect actual generation and external costs, consumers receiving adequate information and resources to become active market participants, and obstacles to market access for emerging local 'prosumers' being identified and removed.

The EU acknowledges the increasing importance of including the EU and partner countries' companies in the GSCs. It is also emphasised that the current interdependence of the economies may further increase due to the recently negotiated and implemented EU trade and investment agreements, as well as negotiations at the WTO. The EESC also recommends cooperation between international organisations and other relevant stakeholders. This would include adopting a common language and common definitions of elements related to global value chains, GSCs and decent work, and comparison and assessment of the statistical data between the various stakeholders, such as the OECD, the International Labour Organisation (ILO), WTO, the European Commission, the World Bank and IFM. This should help avoid confusion and misinterpretation, and support elaboration of a coherent policy between diverse public bodies involved.

An efficient reform of the Common European Asylum System (CEAS) is essential. While the EESC approves of the proposal to improve and speed up the determination of Member State responsible for examining an asylum application, it calls for including protective provisions on procedural issues, individual treatment of applications, maintenance of discretionary clauses, maintenance of the deadline for the cessation of obligation for a Member State to assume responsibility and the rights of applicants.

In its evaluation of the implementation of EU directives on legal migration from the perspective of organised civil society in selected Member States, the EESC considers the impact of these directives to be generally positive, albeit partial and fragmented. It also notes the impact of irregular migration on the directives' applicability.

The EESC provides a series of recommendations, covering the design of wider legal channels for labour migration; the role of the social partners and other organisations in this field; a simplified implementation of the directives and the modification of some of them; fact-based discourse to better inform the general public, integration and the fight against discrimination.
