An 24 Nollaig 2020, d’éirigh leis an Aontas Eorpach agus an Ríocht Aontaithe Comhaontú Trádála agus Comhair a chur i gcrích tar éis caibidlíocht fhada chasta. Tháinig an comhaontú i bhfeidhm an 1 Eanáir 2021 ar bhonn sealadach agus bhí feidhm aige go dtí gur thug an Chomhairle agus Parlaimint na hEorpa an próiseas daingniúcháin chun críche. Dála comhaontuithe saorthrádála eile a cuireadh i gcrích le déanaí, tá forálacha sonracha ann maidir le hidirphlé leis an tsochaí shibhialta. Dá bhrí sin, ós príomhghníomhaí é san idirphlé leis an tsochaí shibhialta, chinn CESE struchtúir institiúideacha dá chuid féin a bhunú chun an caidreamh leis an Ríocht Aontaithe agus le sochaí shibhialta na Ríochta Aonaithe (gnólachtaí, ceardchumainn agus eagraíochtaí eile) a chothú, mar aon le comhlacht chun faireachán a dhéanamh ar an gComhaontú Trádála agus Comhair.

Sna struchtúir nua sin, arna gcoigeartú ní hamháin i bhfianaise an chomhaontaithe a tugadh chun críche agus an chaidrimh nua idir an tAontas Eorpach agus an Ríocht Aontaithe, ach freisin i bhfianaise na bhforbairtí institiúideacha a tharla le déanaí sa Choimisiún, áirítear na nithe seo a leanas:

  • Coiste Leantach AE‑na Ríochta Aontaithe, atá ag teacht in ionad Ghrúpa Faireacháin Brexit agus Coiste de chuid CESE, inar féidir linn ár gclár oibre agus ár dtosaíochtaí féin a shocrú chun dul i ngleic leis na dálaí nua seo;
  • Grúpa Comhairleach Baile an Aontais Eorpaigh faoin gComhaontú Saorthrádála idir an tAontas Eorpach agus an Ríocht Aontaithe, arb é colún institiúideach na sochaí sibhialta den chaidreamh trádála idir an tAontas Eorpach agus an Ríocht Aontaithe é.

Agus an caidreamh a bheidh ann amach anseo idir an dá chomhpháirtí á rialú le comhaontú comhpháirtíochta atá chomh tábhachtach agus cuimsitheach sin, tá rún daingean ag CESE a chion féin a dhéanamh chun barrfheabhas a chur ar acmhainneacht an chomhaontaithe sin, go háirithe a mhéid a bhaineann leis an tsochaí shibhialta sa Ríocht Aontaithe. Tá CESE meáite ar dhlúth-theagmháil a choinneáil leis an tsochaí shibhialta sa Ríocht Aontaithe tar éis Brexit, idirphlé agus malartú a spreagadh agus eagraíochtaí na sochaí sibhialta a thabhairt isteach sa phróiseas cinnteoireachta sóisialta. Ar an dóigh sin, áiritheofar go gcosnófar na naisc láidre eacnamaíocha, shóisialta agus pholaitiúla a forbraíodh thar na 50 bliain a chaith an Ríocht Aontaithe mar Bhallstát den Aontas.

    In accordance with the EU-UK Withdrawal Agreement, Regulation (EC) No 726/2004 and Directive 2001/83/EC as well as the Commission acts based on them, apply to and in the UK in respect of Northern Ireland.

    In accordance with the EU-UK Withdrawal Agreement, a number of EU legislative acts concerning sanitary and phytosanitary (SPS) measures apply to and in the UK in respect of Northern Ireland after the end of the transition period set out in the Withdrawal Agreement.

    Accordingly, the entry into Northern Ireland from other parts of the UK of certain consignments of products of animal or plant origin, including animal food, plants for planting, machinery and vehicles for agricultural or forestry purposes and seed potatoes falls within the scope of these acts and is subject to official controls, certification requirements and prohibitions. This also applies to non-commercial movements of certain pet animals.

    The general objective of the information report will be to feed into the political dialogue between the EU and UK and promote a joint reflection on their future relationship. More specifically, the information report will be transmitted to the relevant services in the European Commission, EEAS, European Parliament, and Council, as the EESC's contribution to addressing issues arising from the EU-UK Withdrawal Agreement and Northern Ireland Protocol.
