The EESC welcomes the approach taken by the annual growth strategy for 2020, based on the four key pillars that are the environment, productivity, stability and fairness and also welcomes the inclusion of the United Nations' 2030 Sustainable Development Goals. It also welcomes the fact that social rights are highlighted in the 2020 growth strategy and hopes that special attention will be given to the gender issue. Long term investment in education, training and skills development and to boost research and innovation, with increased funds earmarked for them, is absolutely crucial and decisive for the EU competitiveness. The greatest priority of all is to restore sustainable growth, above all in the weakest countries and regions. Finally, the EESC agrees on the need to strengthen the stability and resilience of the financial system and tighten the rules governing the financial markets.

The EESC welcomes the reforms aimed at increasing high-quality investment and productivity growth, inclusiveness and institutional quality, and to ensure macro-financial stability and sound public finances. The EESC also welcomes the recognition of the need for investment focused on education and training and the need to strengthen the EU’s social dimension. However, it remains to be specified how these objectives are to be achieved. The EESC underlines that progress is very slow and proposals often rather modest in areas where new policies have been proposed, including fair taxation, the banking union and the functioning of the euro area. Moreover, the EESC recognises the importance of addressing climate change but measures so far adopted remain insufficient.
The EESC appreciates the proposed roadmap for completing the European Economic and Monetary Union (EMU) but its support is not full and enthusiastic, since a number of social, political and economic issues, highlighted in our previous opinions, were not taken into consideration. The completion of the EMU requires first of all strong political commitment, efficient governance and better use of the available finances, in order to actually cope with both risk reduction and risk sharing among Member States. For these reasons the EESC underlines that the principles of responsibility and solidarity at EU level should go hand in hand.
This opinion is on the revision of the Guidelines for the employment policies of the Member States, which provide common priorities and targets for employment policies of the Member States.
The European Commission has proposed to amend the 2015 Guidelines, to align the text with the principles of the European pillar of social rights.
They are adopted in the context of the European Employment Strategy, and form, together with the Guidelines for the Economic Policies of the Member States and of the EU, the Integrated Guidelines.
The EESC notes that although economic recovery in the euro area has gathered pace since last year, it remains incomplete and atypical. It disagrees with the European Commission's proposal for an overall broadly neutral fiscal stance and instead proposes a positive fiscal stance of around 0.5% of GDP. It welcomes structural reforms that will not only increase productivity and growth potential, but also support the creation of quality jobs and reduce inequality. It supports the necessary steps for deepening the Economic and Monetary Union (EMU), as well as the measures against tax fraud and tax avoidance.
Delivering on balanced economic growth and social progress should be the guiding principle for the debate on the social dimension of Europe. A clear road map for the implementation of European Pillar of Social Rights is advisable with clear assignment of tasks coupled with accountability. The social dimension debate is connected to the debate on deepening the EMU. Social policy has to be embedded in a different EU economic policy. A strong EU can shape globalisation and digitalisation to the benefit of all.

The European Semester is seen as a good instrument for further progress in policies and reform, leading to recovery and employment. The AGS 2017 outlines the most pressing economic and social priorities, accompanied by specific recommendations, however the EESC takes very seriously the negative aspects of the rules of the Stability and Growth Pact and Country-Specific Recommendations applied at national level to set the euro area fiscal stance.
