    Problems that lead to the introduction of Self/Co-Regulation and the adoption of the Founding Act
    The Single Market has generated a constant increase in commerce and transactions, accompanied by a general rise in legal operations containing a foreign element. In the light of this diversification of legal activities and the increasing frequency with which their work involves documents containing a foreign element, European notary practices have adopted a "set of common rules" with a view to guaranteeing consumers assistance and advice in cross-border operations.
