Les participants ont fait état de leurs préoccupations face à la capacité en baisse de l’administration publique monténégrine à répondre aux exigences croissantes du programme de l’UE. Toutefois, l’occasion se présente, avec l’arrivée du nouveau gouvernement, de mener à bien les réformes nécessaires pour aller de l’avant dans les négociations sur l’adhésion.
