Study on Impact of Digitalisation and on-demand economy on labour markets and consequences for employment and industrial relations

Background

Digitalisation offers opportunities for improving productivity and is going to change how work is organised. The subject of the study will be the analysis of the impact of digitalisation and on-demand economy on labour markets and consequences for employment and industrial relations.

While digitalisation further highlights the importance of skills and ensuring that workers' skills match the needs of labour market, this study will not deal with the issue of skills.

The study will look into the situation of at least 6 Member States of the European Union representing different labour market and industrial relations models. In addition, the study shall cover Canada in order to provide a comparison at global level.

Objective of the study

The study will i.a.:

  • provide to the EESC and the Employers' Group factual (qualitative and quantitative) information and data on the impact of digitalisation and on-demand economy on the labour markets at EU and Member State level
  • focus particularly on the impact of digitalisation and on-demand economy on work organisation. It is expected to identify and analyse the opportunities and different challenges linked to digitalisation and on-demand economy especially at enterprise level.
  • identify and analyse different approaches with regard to anticipation of, preparation for and proactive adaptation to digitalization
  • analyse strategies developed by governments of the countries covered by the study with regard to digitalisation and/or on-demand economy and their impact on labour market and work, including whether this has been done in cooperation with social partners and/or companies
  • identify sectors, fields of work most affected and most susceptible to change as the result of digitalisation.
  • identify challenges specific for micro-sized and small companies, whenever relevant.
  • highlight trends in adapting to and managing change

Languages/geographical area

The study should be carried out in English and cover six Member States and Canada.

Indicative calendar

  1. Launch of the invitation to tender: estimated timing is 30 May 2016.
  2. Deadline for submission of offers: 2 calendar weeks following the launching of invitation to tender
  3. Contract award:  estimated timing is July 2016.
