Itäisiin naapurimaihin liittyvien ETSK:n toimien piiriin kuuluvat Armenia, Azerbaidžan, Valko-Venäjä, Georgia, Moldova ja Ukraina. ETSK:n päätavoitteena Euroopan itäisiin naapurimaihin nähden on parantaa suhteita alueen kansalaisyhteiskunnan organisaatioihin ja ottaa ne mukaan niin kulloistenkin valtiollisten poliittisten päätöksentekijöiden kuin EU:n järjestäytyneen kansalaisyhteiskunnan kanssa käytävään vuoropuheluun.

Keskeisiä yhteistyömekanismeja Georgian, Moldovan ja Ukrainan kanssa ovat kansalaisyhteiskuntafoorumit. Ne täydentävät EU:n näiden maiden kanssa tekemien assosiaatiosopimuksen puitteisiin kuuluvia poliittisia elimiä. Foorumien ansiosta EU:n ja kumppanimaiden kansalaisyhteiskunnan organisaatiot voivat seurata täytäntöönpanoprosessia ja laatia suosituksia toimivaltaisille viranomaisille.

EU:n puolelta kansalaisyhteiskuntafoorumeihin kuuluu sekä ETSK:n jäseniä että laajojen eurooppalaisten kansalaisyhteiskuntaverkostojen edustajia. Kumppanimaita edustaa laaja kirjo kansalaisyhteiskunnan organisaatioita. Kansalaisyhteiskuntafoorumien jäsenyys perustuu kaikkien eturyhmien (työnantajajärjestöjen, ammattiliittojen ja muiden eturyhmien) tasapuoliseen edustukseen.

ETSK:ssa perustettiin vuonna 2004 itäisten naapurivaltioiden seurantakomitea, ja se vastaa suhteista itäisten naapurivaltioiden kansalaisyhteiskuntaan. Seurantakomitea kokoontuu yleensä neljästi vuodessa, ja sen jäsenet ovat aktiivisesti mukana itäiseen kumppanuuteen liittyvissä toimissa, kuten itäisen kumppanuuden monenvälisissä foorumeissa ja itäisen kumppanuuden kansalaisyhteiskuntafoorumissa.

The Neighbourhood policy is high on the agenda of the EESC's external relations priorities. This opinion will provide the contribution of the Committee to this consultation process as a first step, to be followed by a reaction to the Commission document that will be issued in the 2nd semester of 2015.

On 26 September, the European Economic and Social Committee (EESC) approved an own-initiative opinion to mark the 10th anniversary of the Eastern Partnership (EaP). In this opinion, the EESC acknowledges the important achievements of this initiative, but also calls for further reforms in the areas of democratisation and fundamental freedoms. The opinion insists on the need to strengthen the role of civil society and to provide credible EU membership prospects to EaP states.

The 3rd meeting of the EU-Ukraine Civil Society Platform (CSP) held in Kyiv on 8-9 November focused on labour market regulation and antidiscrimination legislation and practices in Ukraine, as well as reviewed the progress of the reforms undertaken within the Association Agreement process. The 1st and inaugural meeting of the EU-Georgia Civil Society Platform (CSP) was held on 16th June 2016 in Tbilisi and was co-chaired by Andrzej Adamczyk, member of the EESC, and Kakha Gogolashvili, chairman of the Georgian National Platform at the Eastern Partnership Civil Society Forum. The Civil Society Platform complements the political bodies existing within the framework of the EU-Georgia Association Agreement, and it allows civil society organisations from both sides to monitor the implementation process and prepare their recommendations to the relevant authorities both in Georgia as well as in the European Union. At the fourth meeting, the Members of the Platform discussed the state of play of the implementation of the EU-Georgia Association Agreement and adopted reports on energy efficiency in Georgia and on climate change in Georgia.

EU-Russia Cooperation in the areas of Higher Education and Rural Development

The 7th Joint Seminar of the European Economic and Social Committee and the Civic Chamber of the Russian Federation (CCRF) will bring together EESC members and representatives of their Russian counterpart, representatives of the European Commission, experts and academics, to discuss cooperation in the areas of higher education and rural development. During four thematic sessions, participants will focus on EU-Russia cooperation in the fields of science, research and innovation; aligning higher education in the EU and Russia (the Bologna Process) and Erasmus+, on narrowing the gaps between rural and urban areas, and on cross-border cooperation for businesses and SMEs.
