The EESC believes that there are well-founded reasons to establish uniform rules within the EU to combat global warming and based on these to embark on international discussions with other trading blocs. Furthermore, the Committee deems that, in the future, it could be useful and necessary to also devise new taxation measures that can supplement the current emissions trading system and national carbon taxes in order to achieve an effective and symmetrical policy framework to tackle the increasing amount of CO2 emissions.
Annual Sustainable Growth Strategy 2020 - Related Opinions
While the recovery after COVID-19 crisis is a top priority, the EESC stresses that this should not steer the EU away from its medium and long-term objectives, as outlined in the European Green Deal, 2020 Sustainable Growth Strategy, and the European Pillar for Social Rights. There is a need for a resilient, technology-driven European economy that is defined by the protection of the environment. The EESC underlines that strategies aimed at enhanced economic sustainability need to be developed around productivity, but they cannot be allowed to happen at the expense of workers' rights and social development. The EESC advocates for re-thinking supply chains, underlines that social aspects should be emphasised, start-ups should be encouraged and that the cornerstone of sustainable economic growth in the EU should be the creation and development of a truly circular economy. Open dialogue with social partners and civil society remains key to setting the economic direction.
This additional opinion will complement and update the proposals made in the original 2020 Annual Sustainable Growth Strategy (ASGS) opinion, adopted in February this year, produced under time pressure and before the COVID-19 outbreak so it could not take into account recent developments.
The Semester exercise will be geared towards exiting the current crisis and the opinion is necessary for the EESC to make related proposals. The additional opinion will be presented for the October 2020 Plenary, to provide a timely input to the Commission's preparation of the next ASGS expected again for November 2020. It will therefore target directly the next European Semester cycle at the right political and institutional moment.
Teabekiri: The Annual Sustainable Growth Strategy 2020 (additional opinion)
The EESC is currently drafting an opinion that aims to define what "the sustainable economy we need" should look like by exploring new economic models, investment decisions vis-à-vis technological advances as well as novel indicators for growth and competitiveness.
This additional opinion complements and updates the proposals made in the yearly EESC AGS opinion. The EESC welcomes country-specific recommendations focus on investment and underlines that special attention must be paid to productive investments and investment in social infrastructure to prioritise sustainable growth. Next year's cycle should contain more CSRs to combat the existential threat of climate change. Investment would also be needed to enable the implementation of the social pillar to prevent an increase of social, economic, and environmental inequality. Taxation should favour this type of investment.
The proposed opinion will look at new approaches to more fairly distributing the burden of transformation towards a sustainable Europe.
This own-initiative opinion will focus on the interface and inter-linkages between the European semester and Cohesion policy under the new Multiannual Financial Framework with a view to developing policy proposals to improve sustainable growth performance. With the Europe 2020 Strategy coming to an end, these proposals can contribute to the preparation of a new European strategy post-2020.
