El 24 de diciembre de 2020, la UE y el Reino Unido concluyeron con éxito un Acuerdo de Comercio y Cooperación tras una larga y compleja negociación. Este Acuerdo comenzó a aplicarse con carácter provisional el 1 de enero de 2021, en espera de que el Consejo y el PE completasen el proceso de ratificación. En la misma línea que otros acuerdos de libre comercio recientes, el Acuerdo incluye disposiciones específicas sobre un diálogo con la sociedad civil. Por lo tanto, el CESE, agente clave de este diálogo con la sociedad civil, adoptó una decisión sobre el marco institucional que contribuirá a promover la relación con el Reino Unido y su sociedad civil (empresas, sindicatos y otras organizaciones), así como sobre un órgano para supervisar el Acuerdo de Comercio y Cooperación.

Esta nueva configuración, adaptada a la luz no solo del acuerdo concluido y de la nueva relación entre la UE y el Reino Unido, sino también de la reciente evolución institucional de la Comisión Europea, incluye:

  • el Comité de Seguimiento UE-Reino Unido, sucesor político del Grupo de Seguimiento del Brexit y un Comité del CESE en el que podemos fijar nuestra propia agenda y nuestras prioridades, a fin de satisfacer las necesidades de la nueva realidad;
  • el Grupo Consultivo Interno de la UE en el marco del Acuerdo de Comercio y Cooperación entre la UE y el Reino Unido, el pilar institucional de la sociedad civil de la relación comercial entre la UE y el Reino Unido.

Ahora que las relaciones futuras se han establecido entre ambos socios a través de un acuerdo de asociación tan importante y global, el CESE se compromete a desempeñar su papel para optimizar el potencial de este acuerdo, en particular en relación con la sociedad civil del Reino Unido. El CESE está decidido a mantener estrechos contactos con la sociedad civil del Reino Unido tras el Brexit, a fomentar el diálogo y el intercambio y a integrar a las organizaciones de la sociedad civil en el proceso de toma de decisiones sociales, garantizando así la protección de los sólidos vínculos económicos, sociales y políticos que se han desarrollado a lo largo de medio siglo de pertenencia del Reino Unido a la UE.

  • Specific rules relating to the entry into Northern Ireland from other parts of the United Kingdom of certain consignments of goods

    In particular the EESC:

    • supports the adoption and early implementation of the proposed regulation, which ensures adequate sanitary and phytosanitary (SPS) standards for a transparent, streamlined and safe supply of the market of Northern Ireland from other parts of the UK;
    • acknowledges the significant effort made to reconcile the facilitation of procedures, to safeguard the integrity of the EU internal market and the protection of public animal and plant health;
    • urges the Commission to further clarify and provide solutions for the areas of more apparent divergence between SPS standards in the UK and the EU;

  • Specific rules relating to medicinal products for human use intended to be placed on the market of Northern Ireland

    In particular, the EESC: 

    • supports the adoption and early implementation of the proposed regulation, which would ensure continuity of supply of medicinal products for human use in Northern Ireland;
    • agrees that it is essential that the proposed regulation contains a provision enabling suspension of the specific rules by the Commission in the event of the UK's non-compliance;
    • encourages ongoing consultation with key stakeholders to help ensure timely implementation as well as monitoring for any future risks to the delivery of the objectives of the proposed regulation;

  • UK civil society leaves no doubt that it wants a strong relationship with the EU

    At its January plenary session, the EESC adopted an information report on the Implementation of the EU-UK Withdrawal Agreement, including the Protocol on Ireland and Northern Ireland. The report shows that UK organised civil society is strongly in favour of a deeper and more constructive relationship with their EU counterparts and the EU as a whole. This could contribute to the implementation of the Withdrawal Agreement and help maximise the potential of the EU-UK Trade Cooperation Agreement.
