This year’s Annual Sustainable Growth Survey (ASGS) outlines the policy priorities in the coming year and provides guiding principles for implementing them in the 2023 European Semester cycle. This survey takes into account the systemic shocks facing the EU, which are undermining the first signs of recovery from the COVID-19 pandemic, and sets out strategic guidance. These pursue the EU policy objectives of the green and digital transition and are structured around the four dimensions of competitive sustainability, in line with the Sustainable Development Goals. The ASGS 2023 also continues to guide Member States in the implementation of the national Recovery and Resilience Plans (RRPs).
The Covid-19 pandemic is strongly affecting the Euro-Mediterranean region, creating new challenges and exacerbating pre-existing ones. The pandemic has highlighted fundamental weaknesses in institutions, economies and health systems. Civil society plays a key role in the reconstruction and resilience of the whole region.
This own-initiative opinion will offer an overview of how gender equality and economic empowerment has been built into the RRF Regulation and will focus on gender-oriented public investments and programmes foreseen in NRRPs on targeted recovery plans to support women’s participation in the labour market, while giving concrete recommendations to ensure gender-based investments.

Cet exercice est particulièrement important cette année. Depuis l'attaque de la Russie contre l'Ukraine, le paysage géopolitique a radicalement changé, et les politiques ont été rapidement adaptées, comme en témoignent les communications sur "RepowerEU" et "Notre modèle de croissance européen". Le CESE attire également l'attention sur les résultats de la conférence sur l'avenir de l'Europe, qui envisage de nouvelles mesures politiques, notamment une convention visant à évaluer la nécessité de modifier le traité. Le semestre, qui subit lui-même un changement systémique, s'est révélé être un cadre crédible pour la coordination des politiques de l'UE pendant la pandémie. Member States prepared their recovery and resilience plans that set out a coherent package of reforms and public investment projects. To benefit from the support of the Facility, these reforms and investments should be implemented by 2026.

This additional opinion updates and complements the proposals made in the original ASGS opinion, adopted in February this year. The EESC welcomes the step forward towards embracing a more social, inclusive and sustainable economic model, particularly given the economic and social effects of COVID-19. To support the economic recovery and public investment, and in support of a digital and green transformation, the EESC believes that a revision of the Stability and Growth Pact, flexibility in state aid rules and a rethink of tax policy is necessary. Well-resourced public health measures and social security systems are likewise of vital importance. The EESC also welcomes the Commission's proposals for Next Generation EU and sees the ASGS as an opportunity for the EU to shift towards an economic model that gives equal weighing to both economic and social objectives.
The absence of economic and social convergence among Member States and regions is a threat to the political sustainability of the European project and all the benefits it has brought to European citizens. Developing economic and labour market resilience with economic, social, environmental and institutional sustainability should be the principle guiding policies. This will foster upwards convergence and fairness in the transition towards a climate-neutral economy while managing the challenges posed by digitalisation and demographic change.
