Designing the framework for bottom-up climate action

This one-day conference will be a first step towards concretising the coalition of politics, administration and civil society called for by the EESC NAT/684 Opinion. It will also deliver a strong message on multi-stakeholder collaboration as enabler of accelerated implementation and the generalisation of concrete actions (scaling, replicating, extending) as well as a pathway for the practical implementation of many key components of the Paris Agreement to be debated during COP22, such as financing, capacity building and adaptation, among others.

Los días 4 y 5 de octubre de 2016 se celebro la primera reunión del Comité Consultivo Conjunto UE-Chile, en Santiago. La creación del CCC, prevista en el artículo 10 del Acuerdo de Asociación UE-Chile, ha sido la última disposición en aplicarse. Una delegación del CESE compuesta por nueve miembros y presidida por la Sra. Pavić-Rogošić se reunirá con el recién constituido Consejo chileno. En esta reunión, se acordarán las normas por las que se regirá el CCC, así como un programa de trabajo que incluirá las prioridades de la sociedad civil en las relaciones entre la UE y Chile. El CCC quedará constituido en un momento clave de las relaciones entre ambas autoridades políticas en el marco de la próxima actualización del Acuerdo de Asociación.

The effectiveness of ESF and FEAD funding in tackling poverty and social exclusion - The views of civil society

In its own-initiative opinion, the EESC is looking at the efficiency of the efforts, funded from the European Social Fund (ESF) and the Fund for European Aid to the Most Deprived (FEAD), in tackling poverty and social exclusion in Europe – as one of the Europe 2020 strategy's most important goals.

The aim of this hearing is to collect specific observations and recommendations based on the experiences of civil society organisations with the implementation of the European Social Fund (ESF) and the Fund for European Aid to the Most Deprived (FEAD) for combating poverty and social exclusion.

Reforms needed to re-launch Greek competitiveness

The president of the Greek ESC, Mr George Vernicos, has invited the EU2020 Steering Committee to co-organise a Europe 2020 related event with the Greek ESC (OKE), in Athens. In line with the priorities of the EESC President Dassis for reinforcing the Europe 2020 strategy and giving the civil society a stronger role in the strategy (point 37) the joint event has as its objective to analyse the social situation in Greece and to make recommendations for complementing the adjustment programme of the country.

The multi-stakeholder and multi-level governance for faster, more effective and more inclusive implementation of the Paris Agreement

This forum will be an opportunity to carry out a reflection on the modalities of multi-stakeholder governance and further facilitate dialogue and multi-stakeholder partnerships as means of accelerated, more efficient and inclusive implementation of the Paris Agreement. Moreover, it will aim to define obstacles and problems encountered by multi-stakeholder partnerships and propose conditions for success that could be applied across other coalitions of actors. It will also start a reflection on the elements of a comprehensive framework that aligns non-state and governmental actions over the long term, helping to meet the objectives of low-carbon and climate-resilient development.

EU 2030 climate policy: Effort Sharing and LULUCF

On 20 July 2016, the European Commission released two proposals for the reduction of greenhouse gas emissions in the non-ETS sectors (transport, buildings, agriculture and waste), the so-called “Effort Sharing Regulation” for the 2030 climate and energy framework, as well as a separate Regulation for the land use, land-use change and forestry (LULUCF) sector. These proposals aim to contribute to the goal of the overall reduction of EU's emissions in 2030 by at least 40%. The EESC is currently drafting its Opinion on the two proposals, foreseen to be adopted in December 2016. The public hearing will provide a platform for various stakeholders to express their views on the Commission proposals and exchange views with the EESC Members from the Study Group preparing the Opinion.

7th meeting of the EU Advisory Group for the EU-Central America Association Agreement

During the meeting, the Commission representative will provide information about the ex-post evaluation of the EU-Korea FTA, as an example of an evaluation of a trade agreement being in force. A similar evaluation of the implementation of the trade pillar of the EU-Central America Association Agreement is scheduled for 2018 and the EU Advisory Group would like to prepare for its future contribution to that process. The Commission will also discuss with the Group the follow-up to the meetings with Central America held in Honduras in June 2016 and the preparation for next year's meetings, which will take place in Brussels. The Group may also have an opportunity to discuss with the ILO representatives implementation of the project related to respect for labour standards, funded by the EU and delivered by the ILO in El Salvador and Guatemala.
