Summary

Vision and National Development Strategy of Slovakia until 2030 should be prepared by April 2019.

The participatory process included approximately forty key players (from civil society organisations, institutions and associations, think tanks, universities, academia, municipalities, regions, business associations and trade unions) who were invited to be part of the Chamber of Stakeholders, which was established as a partner of the Government Chamber within the Working Group for the Agenda 2030 and the National Investment Plan.

Institutional framework

Lead and supporting government bodies:

Pursuant to Government Resolution no 95 of March 2, 2016, the bodies responsible are the Office of the Deputy Prime Minister for Investment and Informatisation for national implementation and the Ministry of Foreign Affairs and European Affairs for implementation in an international environment.

Strategic framework:

Roadmap for the implementation of the 2030 Agenda was adopted in July 2017 (defined the basic institutional, implementation and monitoring framework for implementing the Agenda 2030 in Slovakia)

National priorities for the implementation of the 2030 Agenda were adopted in June 2018 (defined six national priorities for the implementation of the 2030 Agenda in a broad stakeholder participation process). They suggested a set of key areas for the development of Slovakia by 2030, identifying major challenges and priorities for the country in the context of the SDGs.

Vision and National Development Strategy of Slovakia until 2030, due to be prepared by April 2019, will be based on the six national priorities (major development strategy aiming to define development priorities, goals and necessary action until 2030, in line with the Agenda 2030).

The six national priorities will gain genuine significance only once they will be prioritised in terms of budgetary allocations. At the moment, the Agenda 2030 and the national priorities are not integrated into the sectoral strategies of ministries and thus are not included in sectoral investment plans either. Therefore, as an essential part of the National Development Strategy, a National Investment Plan will be elaborated, which will be directly linked to the six priority areas for the implementation of the Agenda 2030. The National Investment Plan is based on the model of the British National Infrastructure Delivery Plan. It is a project‐level document, which outlines strategic investments in order to strengthen stability and continuity across electoral cycles. A pilot version of the National Investment Plan was adopted in September 2018 but it will be updated after the adoption of the Vision and National Development Strategy until 2030.

Implementation of Sustainable Development Goals:

The Slovak Government has adopted Baselines for the national implementation for the 2030 Agenda for SD and SDGs in March 2016. According to the document the Slovak Government agreed with divided responsibility for the implementation for the 2030 Agenda between the Government Office (national implementation) and the Ministry of Foreign and European Affairs (activities of Slovakia and Slovak entities abroad). The first overall assessment of achievement of objectives should be done by the end of 2019. The Minister of Foreign and European Affairs should prepare and realise the Concept of the implementation for the 2030 Agenda in the international environment.

Involvement in implementation of Sustainable Development Goals:

The six national priorities for the implementation of the 2030 Agenda were defined in a broad stakeholder participation process with civil society organisations, institutions and associations, think tanks, universities, academia, municipalities, regions, business associations and trade unions.

The participatory process included approximately forty key players who were invited to be part of the newly created Chamber of Stakeholders, which was established as a partner of the Government Chamber within the Working Group for the Agenda 2030 and the National Investment Plan.

Discussions with a wider group of stakeholders took place in two stages. In the first phase, thematic meetings were organised in the regions of Slovakia, in order to bring the debates closer to the relevant actors. Following the first regional stage of participatory meetings with stakeholders, the proposals and ideas from discussions were reviewed by the Chamber of Stakeholders and incorporated in the proposed wording of the national priorities. This consolidated version subsequently became the basis for the second phase of participatory meetings that took place in the capital of the Slovak Republic, Bratislava.

Also debates with high school students were organised focusing on the national priorities, the results of which were afterwards presented at the meetings of the Chamber of Stakeholders.

Civil society platform for 2030:

The Slovak Non-Governmental Development Organisations Platform (Slovak NGDO Platform) is an umbrella organization of 27 non-governmental organisations in Slovakia (20 full members, 7 observers) which focus on development cooperation, humanitarian aid, global development education and sustainable development at home and abroad. The Platform is also member of the Government Council for the 2030 Agenda.

Government Council of the Slovak Republic for Agenda 2030 for Sustainable Development

Legal mandate:

The Council was established on July 2017 by the Deputy PM's office and its main mandate is:

Guaranteeing creation of vision and cross-cutting strategies for the development of the Slovak Republic and the subsequent national priorities for the implementation of Agenda 2030.
Monitoring progress in the implementation of Agenda 2030 and subsequent cross-cutting documents at national level, including the National Strategy for Regional and Territorial Development by 2030.

Organisation:

The Council is chaired by the Deputy Prime Minister for Investments and Informatization, the Deputy Chairman is the Minister of Foreign and European Affairs.

Members of the Council include key line ministers, representatives of other relevant state institutions, regional administration, cities and municipalities, employers, trade unions, academia, non-governmental organisations and relevant government advisory bodies.

The working body of the Council is the Working Group for the Implementation of the Agenda 2030 and the preparation of the National Investment Plan of the Slovak Republic for the years 2018 - 2030. It consists of two chambers, namely the Government Chamber, which involves analytical units of line ministries, and the Chamber of Stakeholders, where key non-governmental actors are represented.

Tasks:

The Council is the main coordinating body and coordinates the creation of policies and strategies related to sustainable development, both at the national and regional level, and assesses the progress made in implementing the Agenda 2030.

Integrates all dimensions of SD by recommending government to adopt measures aimed at streamlining the implementation of Agenda 2030 and national strategic documents in addition to monitoring progress in their implementation.

Monitor progress towards achieving Agenda 2030 and national strategic documents by monitoring relevant indicators.

Use knowledge and inputs of other public bodies in performance of its tasks.

Slovakia ranks 27^th in the SDG global ranking of 2019

Indicators:

The six national priorities cover all 17 SDGs and adapt them to the national context.

Development Strategy until 2030 will ensure continual reporting and evaluation of Slovakia’s progress in its six national priorities for the 2030 Agenda. The first report will be issued in mid-2020.

Indicator set is being developed as part of the Vision and National Development Strategy by Slovak Statistics Office (along with the Deputy PM Office).

The monitoring framework, along with indicators and quantified and timebound targets, is being elaborated. National indicators will be developed based on the UN global list of indicators, as well as Eurostat Indicators. It will be published at the Slovak Statistics Office´s webpage dedicated to the 2030 Agenda.

Voluntary National Report:

Slovakia presented its Voluntary National Review at the July 2018 High-level Political Forum.

In its VNR, Slovakia introduces its six priorities for Agenda 2030 implementation, which exhibit its tailor-made road towards a more resilient and sustainable society. Committed to the principle of partnership, Slovakia defined its priorities in a broad stakeholder participation process.

The six national priorities integrate the 17 SDGs along with country-specific objectives. Slovakia’s VNR presents the country’s main challenges within each priority, existing policies and good practises to tackle these difficulties, and finally, a review of how Slovakia endorses the outlined priorities internationally.

As next step set up in the Review is the drafting of a National Development Strategy until 2030, including measurable goals and outcome indicators, which will enable effective monitoring of the country’s progress in each national priority (foreseen for April 2019).
