By drawing on CCMI's analytical capacity on industrial change and its shaping in the industrial paradigm, the opinion will focus on the analysis of industrial transformation in a way to make it a Just Transition which is meant as beneficial for all European citizens.
Sustainability requirements for batteries in the EU - Related Opinions
The upcoming French Presidency of the Council of the European Union asked the EESC to prepare an opinion on how the industrial ecosystems identified by the Commission will contribute to the EU's strategic autonomy and the well-being of its citizens.
The future of the European automotive industry will be green and digital and green means carbon neutral and circular as clearly stated in the European Green Deal Communication. The Green Deal is the political compass of the European Union Industrial policy for the coming decades even though the number of challenges ahead is huge.
The Commission's new Circular Economy Action Plan focuses on sustainable products, less waste, product value chains, and circularity in regions and cities, and the global level.
The European Union and its Member States must stand united to protect their sovereignty. The EESC firmly believes that if Europe is to maintain its leading role in the world, it needs a strong, competitive industrial base. The EESC recognises the crucial importance of shifting to a carbon-neutral economy and of reversing the current curve of biodiversity collapse. Without a green industrial strategy as a cornerstone of the Green Deal, the EU will never succeed in reaching a carbon-neutral economy within one generation. The new industrial strategy must ensure the right balance between supporting European businesses, respecting our 2050 climate neutrality objective and providing consumers with incentives to shift consumption to sustainable goods and services .
The European Commission’s first progress report on the implementation of the Strategic Action Plan on Batteries shows that a variety of actions have been launched to develop a significant battery industry in the EU. Although it is far too early to draw definitive conclusions, the EESC supports the initiatives that the Commission has taken and has announced it will take to work with Member States and European industry to break Europe's dependence on non-EU – particularly Asian – countries. There is much to be done in the coming years to achieve the necessary level of technological expertise in the EU, to secure the supply of raw materials from third countries and EU sources and to ensure that batteries can be recycled safely and cleanly. Investing in staff is the joint responsibility for the government and the business community.
Just a few days ahead of last December's climate summit COP24 in Poland, the European Commission published its long-term strategy "A clean planet for all" presenting its vision for achieving net-zero greenhouse gas emissions by 2050 through a socially-fair transition in a cost-efficient manner. While the document does not contain any new policy proposals, it provides the direction of travel of EU climate and energy policy and frames what the EU considers as its long-term contribution to achieving the Paris Agreement temperature objectives in line with UN Sustainable Development Goals.
The EESC welcomes the Third Mobility Package, however, it notes that the Commission's proposal is limited almost exclusively to road transport. In order to develop effectively sustainable and safe mobility, a more ambitious project needs to be developed, taking all available forms of transport into consideration, with a particular focus on intermodality in freight and passenger transport.
The aim of this Communication is to promote a broad discussion in the Union on how the major elements identified at the interface between chemicals, product and waste legislation can be addressed.
