The EESC asks the Commission to strictly monitor progress in the deployment and real use of 5G and calls on the Member States to further accelerate the process and ensure a responsible implementation.
In particular, the EESC believes it is vital to assess the risk profile of suppliers and apply relevant restrictions for suppliers considered to be high risk. In addition, the EESC reiterates its suggestion of having at least two suppliers for each country, at least one of which is European, in order to ensure political security of data and respect for heath requirements.
The EESC recommends that European technological diplomacy be strengthened to enable the EU to ensure more balanced, reciprocal conditions for trade and investment, in particular as regards market access, subsidies, public procurement, technology transfers, industrial property and social and environmental standards.
The European Economic and Social Committee (EESC) welcomes the Commission's initiative, considering it an important step in developing an industrial strategy for cybersecurity and a strategic move to achieve robust and comprehensive digital autonomy. These aspects are essential for strengthening Europe's defence mechanisms against the ongoing cyberwarfare that threatens to undermine its political, economic and social systems.

Since the launch of the Digital Single Market strategy in May 2015, the Commission has delivered on all key measures and presented 35 proposals in total. The Commission calls for swift co-legislative agreements and for all parties to ensure that the measures proposed are rapidly adopted and implemented to allow people and businesses in the EU to fully benefit from a functional Digital Single Market. With the DSM's results among the more tangible for EU citizens, the EESC is particularly interested in the impact on consumers.

The EESC supports and endorses the Commission's strategic choice of an open European computing cloud geared to the scientific community, as part of a strong political and economic commitment to digital innovation. The EESC proposes a European cloud open to all citizens and businesses.
EESC opinion: European Cloud Initiative – Building a competitive data and knowledge economy in Europe
The EESC supports the European Digital Single Market Strategy proposed by the Juncker Commission, which is an extension of existing digital strategies and programmes. Its intention is to end the fragmentation of European digital policy into 28 strategies and national digital markets and merge them within a European approach, so as to guarantee a leading position for the EU in the global digital economy, a privilege that has become the preserve of third countries.
The EESC is convinced that the European Union, which has at its disposal excellent skills and considerable experience in certain aspects of digital technology, can still catch up. With this in mind, the EESC strongly recommends developing multidisciplinary research poles and European synergies in the European Research Area, in spheres such as cloud computing, nano-electronics, the storage and processing of big data, appliances that can be consulted or controlled remotely (connected objects), and smart services.
