The objective of the opinion, requested by the Romanian Presidency, is to explore which measures and initiatives should be taken at EU and national level in order to promote organised philanthropy and eliminate barriers within the internal market that are hindering the realisation of its full potential, so as to maximize its contribution to EU values, such as cohesion, social justice and European Policies, and to the competitiveness of the European economy.
The opinion is expected to feed into the Romanian presidency programme and into the political priorities for the new Commission.
EESC opinion: European Philanthropy: an untapped potential (Exploratory opinion at the request of the Romanian Presidency)
Liberal democracy relies on civil liberties and a pluralistic civil society, but considerable political forces in today's Europe are challenging liberal democracy. The social, political and legal framework must allow for a pluralistic civil society. Strong social partners and civil society are needed to defend EU values. The EESC calls for the creation of a Democracy Semester, a European control mechanism, corrective economic measures for non-respect of fundamental EU values, the creation of a European statute for CSOs, or interinstitutional CSO authorisation and, tax incentives to support civil society. Burning social questions must be tackled, ensuring social sustainability and inclusive education.
EESC opinion: Resilient Democracy through a strong and diverse civil society (own-initiative opinion)
The Justice, Rights and Values Fund is a much-needed instrument for the promotion of EU values, fundamental rights, democracy, the rule of law, and in support of a vibrant and diverse civil society. Overall funding should be increased to EUR 1.4 billion, and innovative funding tools be used to reinforce civil society participation and capacity. 50% of the different strands should be earmarked for civil society organisations, and funding for litigation in support of civil society organisations defending fundamental rights be supported. Synergies should be found with programmes supporting media freedom.
The EESC advocates the creation of an integrated European fund to combat poverty and social exclusion, based on the experiences of the Fund for European Aid to the Most Deprived (FEAD) and the European Social Fund (ESF). The current use of the ESF and the FEAD in the Member States should be monitored more effectively and the process should involve civil society organisations. Member States should make greater use of global grants and regranting, and treat in-kind contributions on an equal footing with financial contributions. A greater share of the resources allocated to operational programmes should be earmarked for projects with smaller budgets. The EESC is ready to develop – in cooperation with CSOs – a consultation platform to ensure better coordination of ESF and FEAD interventions and to enable discussion on the basic principles of a future integrated EU fund.
EESC opinion: The effectiveness of ESF and FEAD funding as part of civil society efforts to tackle poverty and social exclusion under the Europe 2020 strategy (own-initiative opinion)
The 2030 Agenda represents a breakthrough in multilateral cooperation, in the sense that it puts social and human development on a par with economic progress, and sees these three dimensions as a whole. Whereas the MDGs (Millennium Development goals) addressed primarily developing countries, this new Agenda is a transformational and universal agenda for all countries, and promotes a new, inclusive and participatory method of decision-making. The EU showed significant leadership in the process leading up to the adoption of the new SDGs (Sustainable Development Goasl). The opinion stresses that the EU needs to hold up its credibility both internally and externally, when it comes to implementing the Agenda and its 17 goals. Pointing to the universal and indivisible nature of the Agenda, the opinion underlines the importance of an EU response at the highest level, providing a robust base on which an overarching EU strategy should be founded.
