The opinion presents the EESC's proposal for the new European Disability strategy 2020-2030, at a crucial moment in the EU landscape. With a new European Commission, a new European Parliament and a new budget programming period, the timing is perfect to come up with a Disability Strategy that fully takes into account the UN Convention on the Rights of Persons with Disabilities (UNCPRD), the Sustainable Development Goals and the 2030 Agenda for Sustainable Development. The opinion tackles various policy areas, drawing attention to the crosscutting character of disability rights.
The EESC calls for synergy between European PES Network strategy going beyond 2020 and the principles of the EPSR. An innovative role for PES in implementing national employment and labour market policies and in guaranteeing more effective services for companies has to be properly supported at national level with sufficient capacity, skilled staff, IT and technical equipment and financial support. Greater efforts should be made to monitor, evaluate and benchmark PES services to assess the effectiveness of these services in assisting jobseekers entering the labour market.
The EESC points out that a non-immigration scenario in Europe would mean among other things that Member States' economies would suffer substantially; demographic challenges would be aggravated; pension systems might become unsustainable; racism and xenophobia would flourish even more than at present. Non-integration bears economic, socio-cultural and political risks and costs. Hence, investment in migrant integration is the best insurance policy against potential future costs, problems and tensions.
This opinion responds to a request from European Parliament for an exploratory opinion on gender equality in European labour markets, which had put a special emphasis on the pay situation and care obligations.
The opinion considers it necessary to draw up an integrated and ambitious European strategy to tackle systemic and structural obstacles and lead to policies for improving equality between women and men and to help implementing the European Pillar of Social Rights. It reiterates the EESC positions on the gender pay gap and work-life balance and recommends gender neutral pay systems. It pleads to fight gender segregation in education, training and the labour market, in particular of women belonging to vulnerable groups.
A large number of Roma women and girls continue to face multiple discrimination in various areas, ranging from health to employment and education, amongst others. They also have limited opportunities to influence the policies that most concern them. The EESC emphasises the importance of their involvement, with programmes aimed at Roma women foreseeing a majority of Roma women in their planning and implementation. The EESC calls for an end to segregated education and for the abolition of health practices which infringe ethical standards.
Women with disabilities constitute 16% of the total population of women in Europe, which means in the EU there are approximately 40 million women and girls with disabilities.
Women with disabilities face intersectional discrimination in all areas of life, including, socio-economic disadvantages, social isolation, violence against women, forced sterilisation and abortion, lack of access to community services, low-quality housing, institutionalisation, inadequate health care and denial of the opportunity to contribute and engage actively in society.
Accessibility is not just a technical issue but a human right. The aim of this own-initiative opinion is to draw the attention of policy makers to the challenges and barriers that still exist for people with disabilities.
