The aim of the Commission's New European Innovation Agenda is to position Europe at the forefront of the new wave of deep tech innovation and start-ups. It will help Europe to develop new technologies to address the most pressing societal challenges, and to bring them on the market. The proposed agenda will help better integrate initiatives and investment at EU and national levels. Action at EU level is crucial for supporting the development of coherent national innovation agendas, supporting access to finance, particularly for small businesses, creating a framework more supportive of innovation, connecting innovation ecosystems, and developing and attracting talent.

In the Declaration from the EU-Western Balkans Summit held on 6 October 2021 in Brdo, Slovenia, leaders from the EU and the Western Balkans launched a dedicated Agenda for the Western Balkans on Innovation, Research, Education, Culture, Youth and Sport - a comprehensive, long-term cooperation strategy that aims to "promote scientific excellence as well as reform of the region’s education systems, create further opportunities for the youth, and help prevent brain drain". ...

COVID-19 has shown how interconnected the world is. As part of global recovery, the EU wants to redesign how we connect the world to build forward better. The European model is about investing in both hard and soft infrastructure, in sustainable investments in digital, climate and energy, transport, health, education and research, as well as in an enabling environment guaranteeing a level-playing field.

- The EESC considers the five missions as high priorities for the EU and highlights that the competitiveness of Europe's industry is very important for their achievement.
- At the same time, the EESC underlines the importance of considering the impact on EU citizens and encourages the Commission to strongly link activities to social policies and the European Pillar of Social Rights, taking in particular into account the special needs of elderly and vulnerable EU citizens.
- The EESC strongly supports the idea of empowering 150 climate benchmark regions throughout Europe and therefore strongly recommends increasing the portion of the EU regional budgets earmarked for R&D from the current figure of 5% to a minimum of 10%.
- The EESC considers following five additional challenges and missions to also be very important for Europe:

The European Institute of Innovation and Technology (EIT) Regulation, adopted in 2008, sets out its mission and tasks, as well as the framework for its operation. This regulation was amended in 2013 to bring it in line with the Horizon 2020 programme.
For the period 2021-2027, Horizon Europe will be the Union program that will finance the EIT. Since a number of provisions of the EIT Regulation refer directly to the current Horizon 2020 program, these provisions need to be amended to make them compatible with the forthcoming EU Framework Programmes for research and innovation. It is therefore proposed to make the new EIT Regulation temporally neutral, so that it would in principle not be necessary to modify it at the end of each MFF or that the changes would be only minimal. It is proposed to amend it by means of the legislative recasting technique to ensure greater legal clarity and readability.

The European Institute of Innovation and Technology (EIT) was created in 2008 by Regulation (EC) No 294/2008. Its mission is to respond to major societal challenges by improving the EU's innovation capabilities and performance. Every seven years, the Commission has to submit a proposal for a Strategic Innovation Programme (SIP) which sets out the priority areas and the long-term strategy for the EIT's action, as well as its financial needs.
