    The Community legislators (the European Parliament and the Council) decided to regulate the pricing of international roaming services within the EU at both wholesale and retail levels, through Regulation (EC) No. 717/2007 of 27 June 2007 on roaming on public mobile telephone networks and by amending Directive 2002/21/EC. The Regulation includes legal obligations on operators regarding the transparency of their prices at retail level.
