The classification, labelling and packaging of chemicals regulation is the core piece of Union legislation for the hazard assessment of chemicals, stemming from the United Nations’ global standard (GHS), and sets out the hazard classification of chemicals and how to communicate those hazards to consumers and workers.

The EU chemicals strategy aims to address the cumulative and combined effects of chemicals, including pesticides, stressing a need to accelerate work on methodologies that ensure existing provisions can be fully implemented.

The strategy is intended as a first step towards a zero pollution ambition for a toxic-free environment, as announced in the European Green Deal.

Batteries placed on the EU market should become sustainable, high-performing and safe all along their entire life cycle. This means batteries that are produced with the lowest possible environmental impact, using materials obtained in full respect of human rights as well as social and ecological standards. Batteries have to be long-lasting and safe, and at the end of their life, they should be repurposed, remanufactured or recycled, feeding valuable materials back into the economy.

Persistent organic pollutants ("POPs") are chemical substances that persist in the environment, bioaccumulate through the food web, and pose a risk to human health and the environment.

The aim of this proposal for a regulation is that the Commission has identified needs to update and recast the existing regulation on Persistent Organic Pollutants that dates back to 2004.

The EESC fully backs the objective of switching to a greener, resource-efficient and circular economy. It is happy to see that the Commission has come forward with a broader set of proposals covering all the stages of the product lifecycle compared to the previous circular economy package; however, it raises concern over the lower level of ambition, which is likely to lead to lower economic and environmental benefits.
