1st meeting of the EU-Chile Civil Society Joint Consultative Committee 4 and 5 October 2016 Santiago, Chile

On 4 and 5 October 2016 the first meeting was held of the EU-Chile Civil Society Joint Consultative Committee (JCC), established by the EU-Chile Association Agreement (AA).

With the establishment of this Committee, the final provision of the Association Agreement is being implemented, eleven years after the Agreement entered into force. The JCC will be made up of eighteen members, nine from the European Economic and Social Committee (EESC) and nine from Chilean civil society organisations.

The JCC will be co-chaired by Lidija Pavic-Rogošic, EESC member, and Miguel Santibáñez, coordinator of the Chilean NGO network, Acción. The objectives of the first meeting will include defining the mission and tasks of the JCC, drafting Rules of Procedure and drawing up a joint work programme based on themes of common interest.

The JCC will be a permanent consultative body with the task of assisting the Association Council of the Agreement, from which it may receive specific consultations. The JCC may also communicate its views on its own initiative to the various joint bodies of the Agreement.

The long-awaited establishment of the JCC comes at a very important moment in relations between the EU and Chile, when the modernisation of the AA is being discussed, to include a chapter on trade and sustainable development in line with the free trade agreements negotiated in recent years. The EESC hopes that the JCC will play an active role in this process and that, in the future Agreement, it will continue as the sole advisory body for civil society.

1.ª reunión del Comité Consultivo Conjunto de la sociedad civil UE-Chile

El 4 y 5 de octubre de 2016 se celebrará en Santiago de Chile la primera reunión del Comité Consultivo Conjunto (CCC) de la sociedad civil UE-Chile, previsto por el Acuerdo de Asociación UE-Chile.

Con la constitución de este Comité se ejecuta, once años después de su entrada en vigor, la última disposición del Acuerdo de Asociación. Estará compuesto por dieciocho miembros, nueve del Comité Económico y Social Europeo (CESE) y nueve de organizaciones chilenas de la sociedad civil.

El CCC estará copresidido por Lidija Pavic-Rogošic, consejera del CESE, y Miguel Santibáñez, coordinador de la red chilena de ONG «Acción». Entre los objetivos de esta primera reunión está fijar la visión y función del CCC, concretar un reglamento interno y determinar un plan de trabajo conjunto alrededor de los temas de interés común.

El CCC será un órgano permanente de carácter consultivo cuya función será asistir al Consejo de Asociación del Acuerdo, del cual podrá recibir consultas concretas. El CCC podrá además expresarse por iniciativa propia ante los diferentes órganos conjuntos del Acuerdo.

La tan esperada constitución del CCC viene en un momento muy importante de las relaciones entre la UE y Chile, cuando se habla de la modernización del AA, para incluir un capítulo sobre comercio y desarrollo sostenible en línea con los acuerdos de libre cambio negociados en los últimos años. El CESE espera que el CCC desempeñe un papel activo en dicho proceso y se mantenga en el futuro acuerdo como único órgano consultivo de la sociedad civil.
