    The measure can be regarded as positive as emission reduction was achieved faster than with a regulatory instrument.
    Nevertheless, the scheme was replaced by legislation (Regulation (EC) No 2037/2000 of 29 June 2000) as a massive command and control approach was considered necessary because of the severity of the environmental problem.
