Are area payments the right tool to "ensure a fair standard of living for the agricultural community, in particular by increasing the individual earnings of persons engaged in agriculture"?

As long as area continues to be the criterion for distribution among the various beneficiaries, the compensation of farmers' incomes, as one of the objectives of the CAP (Article 39(1)(b) TFEU), hardly seems feasible. Could a compensation mechanism based on personal income be imagined which would be simultaneously simpler and more effective?
