This proposed law first clarifies the objective of the law and then later recommends a National Committee for the Restructuring of Regions in Crisis. It establishes the composition of the Committee and lays down specific eligibility criteria for regions taking part in restructuring programmes. It also details the managing bodies and procedures for carrying out restructuring programmes. It also recommends that the Greek Ministry of Economy and Finance set up a special account to fund restructuring programmes. It sets out "regulations for the implementation of programmes for the restructuring of regions in crisis", and describes measures for special employment support programmes.

This draft proposal includes a series of provisions relating to various aspects of the functioning of higher education institutions (HEIs). The forthcoming changes concern certain aspects of the current institutional framework but are not all encompassing. More specifically, the draft proposal mentions themes relating to general principles, the autonomy and financial management of HEIs, the appointment of the administration authorities, the ethics committee, the HEI mediator, and undergraduate studies. It also refers to HEI staffing issues, matters relating to faculties and departments, and the codification of HEI legislation.
OPINION 12/2006 on the Royal Decree Bill which regulates advertising of family protocols
The ESC welcomes the regulation of advertising family protocols and understands that the method laid down in the Bill to which the opinion refers is reasonable and consistent with the aims pursued, it not being considered necessary to formulate particular observations in this respect.

The opinion warns of the need to ensure observance of the rules of coordination with FOGASA and the other guarantee institutions and advises maintaining the current draft of competences on surveillance of compliance with the regulations in force. Generally, the ESC considers that the Bill is a correct transposition of community Directives in this respect.

The opinion considers the regulation of self-employed workers to be both positive and timely. These workers are a particularly important and unusual feature in Spain, due both to their contribution to economic growth, as well as to employment as a whole and social cohesion.Moreover, the institution of the State Council for Self-Employment is looked upon very favourably. This should be the channel for representation and institutional participation of associations for the self-employed.
Challenges facing the agriculture in the EU joining of Bulgaria
Agriculture is traditionally one of the most important sectors of Bulgarian economy. Despite all the challenges and contradictions of its development after 1990 this sector remained one of the pillars of Bulgarian economic life. The stable positive development of economy in the last years diminished the relative impact of agriculture with regard to the generated GDP by the sector and the employment rate. Nevertheless, the development of the agrarian sector shall play in future an important role for Bulgarian economy and shall define to a great extent the general condition of the country. <br>Therefore, the Economic and Social Council considers that the challenges faced by agriculture and related to the EU joining of Bulgaria require a special attention and concern.
