Women with disabilities constitute 16% of the total population of women in Europe, which means in the EU there are approximately 40 million women and girls with disabilities.
Women with disabilities face intersectional discrimination in all areas of life, including, socio-economic disadvantages, social isolation, violence against women, forced sterilisation and abortion, lack of access to community services, low-quality housing, institutionalisation, inadequate health care and denial of the opportunity to contribute and engage actively in society.

The EESC welcomes and endorses the rationale behind the establishment of the Reform Support Programme. However, the EESC believes that, in order to launch the programme successfully and obtain the expected benefits, better responses are needed to a number of still open questions.

In the opinion, the Committee states that taxation policy in general and combating tax fraud in particular must remain a priority for the next European Commission. In this line, the EESC endorses a debate on gradually shifting to QMV and the ordinary legislative procedure in tax matters, while recognising that all Member States must at all times have sufficient possibilities to participate in the decision-making process.  Moreover, the Committee believes that any new rule must be fit-for-purpose and that certain conditions need to be met to successfully implement QMV: a sufficiently strong EU budget; better coordinated economic policy; and a substantial analytical work assessing to what extent current tax measures have been insufficient.

The EESC welcomes the proposals to establish a system of "simple, transparent and standardised" securitisation (STS securitisations), that should enable significant additional resources to be generated for bank funding. That is very important, for SMEs and households in particular. There should be clarity as to the risk involved and who bears that risk, taking account of the whole chain from the issuer to the investor. It is important now is that the mistakes of the past are not repeated. Small investors and consumers should not have access to securitisation due to the complexity and risk involved, the Committee calls for a formal prohibition to be explicitly included in the texts.

EU Member States face the arrival of many refugees, who need to be integrated into the host societies once their protected status is granted. The EESC is convinced that integration is a necessity for the preservation of social cohesion. This exploratory opinion, drawn up at the request of the Dutch Presidency of the EU, clarifies the meaning of "integration" and looks at comparability with previous refugee movements, successful integration measures applied in the various EU member states, and the financing of integration measures for refugees, resulting in a set of best practices and recommendations.

The European Commission review of EU trade strategy is timely in the first year of a new Commission.

 

The intense public interest that has been aroused by the TTIP negotiations between the EU and the US demonstrates that trade is no longer an esoteric matter nor the concern of those few who are sufficiently involved to master the finer, highly technical detail that trade involves. It is now a popular issue and part of the public agenda, but because of its technicalities it is also open to wide misunderstanding.

The European Economic and Social Committee (EESC) believes that the European Agenda on Migration should be designed so as to take into full consideration the humanitarian dimension of its scope, and the EU should not forget its fundamental commitments and legally binding rules to protect lives and human rights, especially of people in danger. The EESC supports the vision to provide a long-term response to migration, addressing the root causes of migration and creating a dialogue with third countries based on cooperation and shared responsibility. Tailored and specific agreements with each country, with full respect of human rights are also supporter. Flexibility provides the right perspective and combination of actions and incentives.
