In late 2012, the Commission plans to adopt a proposal for the "fourth railway package". In this package the Commission intends to deal in particular with the opening of national rail passenger markets and the structure of railway undertakings. Before the proposal has even been submitted by the Commission, the subject has already been intensely discussed by the European Parliament and the Council in the course of the ongoing legislative procedure regarding the recast of the first railway package.
