    Dans sa transition énergétique vers l’économie à faibles émissions, le système énergétique de l’UE affronte une période de mutation profonde, technologique, économique et sociale, qui affectera bon nombre de secteurs énergétiques, dont l’industrie charbonnière et, partant les régions de l’UE où l’on extrait du charbon.

    Le CESE soutient pleinement l'objectif d'une transition vers une économie plus verte, efficace dans l'utilisation des ressources et circulaire. Il accueille positivement les propositions de la Commission, plus larges et couvrant toutes les phases du cycle de vie du produit par rapport au précédent paquet sur l'économie circulaire ; en revanche, il critique le niveau d'ambition plus bas, synonyme de bénéfices économiques et environnementaux moins élevés.

    Le CESE accueille avec satisfaction le document COM(2011) 25 final de la Commission, intitulé: "Relever les défis posés par les marchés des produits de base et les matières premières" et l'initiative européenne "Matières premières" (IMP); le Comité y voit une étape importante dans le traitement de ce problème d'importance vitale. Aussi le CESE invite-t-il instamment la Commission européenne à surveiller la situation en ce qui concerne le commerce international des matières premières critiques (telles qu'elles sont répertoriées dans la liste figurant dans le document COM(2011) 25 final, régulièrement mise à jour).

  • The EESC adopted an opinion at its July plenary emphasising the need for a comprehensive and coordinated approach to raw materials policies. It proposes expanding critical materials lists, ensuring fair energy prices, simplifying permits, prioritising recycling and promoting capacity building in EU raw materials policies.

  • The phasing-out of coal in Europe needs smart long-term strategies. It is important to focus on the balance between the economic, environmental and social impacts. A change to renewables can be part of the solution. Regional investment schemes and the involvement of the local population concerned in order to build public support are key to a successful transition.
