2013 est une année très intéressante pour la manifestation "Votre Europe, votre avis!", l'événement annuel qui amène les élèves et leurs professeurs au cœur de l'Europe afin qu'ils puissent exposer leurs points de vue aux décideurs de l'Union européenne. Pourquoi? Parce que 2013 est l'"Année européenne des citoyens". L'édition 2013 sera placée sous le thème: "Il s'agit d'Europe et donc de sa jeunesse". Le Comité économique et social européen pense également qu'elle doit se dérouler autour de la jeunesse. Du 18 au 20 avril 2013, nous invitons quelques 100 élèves à Bruxelles pour faire entendre leur voix dans le cadre d'une simulation de session plénière du Comité.

Own-initiative Opinion on the “Economic, social and organisational consequences of an aging population”

(Approved with 39 votes in favour, 8 abstentions and no votes against)

Aware that the increase in life expectancy represents a very positive evolution of the Portuguese society, this Opinion promotes an analysis on the impact of aging on public policy and on how society and the state should articulate aiming at finding the most effective responses to this challenge.

This Own-initiative Opinion was based on a University study financed by the European Social Fund.

Own-initiative Opinion on the “Competitiveness of cities, social cohesion and territorial planning”

(Approved with 37 votes in favour, 3 abstentions and 7 votes against)

The main goal of this Opinion was to promote urban public policies, including economic, social and of governance in order to increase the competitiveness of Portuguese cities. It was prepared in a context conditioned by two important factors, namely the current situation of the domestic economy and the changes expected to take place during the next European Programming period 2014-2020.

This Own-initiative Opinion was based on three University studies financed by the European Regional Development Fund.

La stratégie Europe 2020 fixe une série de nouveaux objectifs dans les domaines de l'emploi, l'innovation, l'éducation, l'inclusion sociale, le climat et l'énergie. Pourtant, quand il s'agit de réaliser les objectifs définis dans cette stratégie, les situations de départ des hommes et des femmes sont très différentes. Le Comité économique et social européen présentera, le vendredi 22 mars 2013, son avis d'initiative sur "la dimension de genre dans la stratégie Europe 2020" et exposera son point de vue sur ce sujet particulièrement intéressant. Vos contributions sont les bienvenues.

Questions auxquelles il faut répondre:

Comment la dimension de genre est-elle prise en compte dans la mise en œuvre des différents volets de la stratégie "Europe 2020"?

Comment la stratégie Europe 2020 peut-elle être plus étroitement liée à la stratégie pour l'égalité entre les hommes et les femmes?

European Consumer Day on product safety and market surveillance

In 2013 the European Consumer Day is coming back to Brussels. The 15th edition of the event will be held in the EESC premises on 14 March 2013 and will focus on issues related to product safety and market surveillance.

The expansion of trade both within the EU and with commercial partners located in other parts of the world has increased the variety products available to European citizens. Protecting health and safety of consumers, who buy and use products in all Member States, is a top priority for the EU.

All stakeholders agree that product safety is a must and even in these hard times of economic and financial crisis it is not something we can compromise on; on the contrary, we should look for ways to improve market surveillance to ensure that consumer products are really safe.

During this year's conference we will try to answer some fundamental questions about current problems as well as propose solutions and identify ways to improve product safety in the future. Participants will again have an opportunity to exchange their views at the highest level.

Irish Climate Change Policy

The NESC Secretariat, at the request of the Minister for the Environment, Community and Local Government, has undertaken analysis to inform the development of Irish climate change policy. The NESC Climate Change project includes the development of potential policies and measures to reduce greenhouse gas emissions in agriculture, transport, heat in buildings and renewable energy supply; and, a basis for a national transition to a low-carbon future by 2050. After producing an interim report in June 2012, this work completed with a Final report sent to the Department of Environment in December 2012.

While the NESC Council discussed this work during its preparation, readers should note that this, and the Interim one before it, is a report by the NESC Secretariat rather than a NESC Council report of the normal kind. Accordingly, as consultants to the Department, the NESC Secretariat will not be a policy advocate in the ongoing public discussion.

The Spanish ESC considers that EU cohesion policy is gaining importance with the crisis

Madrid, 23 January 2013.

The plenary session of the Spanish Economic and Social Council (ESC) today adopted a report on Spain’s Partnership Contract in the context of cohesion policy for 2014-2020, drawn up at the request of the Government through the Ministry of Finance and Public Administration.

The Council notes that Spain, as an EU Member State, has partaken in Community grants distributed from the Structural Funds from 1989 to the present over the various programming periods (1989-1993, 1994-1999, 2000-2006 and 2007-2013) and has been one of the Member States that has most benefited from them, which has had positive effects for the economy as a whole and for regional cohesion.

In particular the Council highlights the positive impacts of this policy in spheres such as job creation, education and training, support for business development, modernization of transport networks, investment in R&D and innovation, or environmental improvement.

But it stresses that in this time of severe economic and financial crisis in the EU, it is even more necessary for European cohesion policy to be able to promote employment and strengthen the competitive position of the EU as a whole and of the regions most affected by the crisis in particular.

The session analyzed and debated previous plans while regretting their insufficient consultation in the past (2007-2014), in which period the Government failed to refer draft plans concerning these funds to the Council. In this context the Council welcomes the request for a report on the plan for 2014-2020 and restates its previous views submitted to the Government in its opinions and reports on European funds.

Regarding the new plan, the Council points to the need, in the drafting of the Partnership Contract to be submitted by the Government to Brussels, for close cooperation, collaboration and coordination between the various levels of government so that information may be shared quickly, and overlaps and dysfunctions prevented when drawing up strategies in each region according to the Community principle of subsidiarity.

Likewise the Council calls for greater involvement for itself and for the social and economic partners themselves in the cooperation process and in participation in information and consultation on strategic documents and their expression in facets of cohesion policy, and with regard to the various funds.

Consensus is the great contribution of the Spanish ESC’s report on new governance in the EU

Madrid, 31 January 2013. Marcos Peña, President of the Spanish Economic and Social Council, highlighted the consensus of the social partners and of organized civil society as the great contribution of the Council’s report, New economic governance in the European Union and growth, drawn up and adopted by its plenary session with all votes in favour. “We tried to speak with a single voice and this consensus is what we have contributed – a common analysis and joint proposals,” he said at the opening of today’s event to launch the report which the Council adopted at the end of last year. He stressed that the novelty is not so much the analysis of the adjustments needed in EU institutional structure as the fact that all the organizations represented on the Council agree as to which are really indispensable.

This perception was shared by all the Council groups present at the roundtable held as part of the event. Jorge Aragón (trade unions), Enrique de la Lama (employers) and Juan María Concha (social economy on behalf of organized civil society) agreed that the report had been enriched by consensus, as the particular group positions were confined to more specific aspects. However, Aragón noted the need to further defend the European social model and to regulate markets which have proven inefficient over this crisis. De la Lama, for his part, pointed to the need for more coordinated Community economic policies centred on greater productive efficiency across Europe. Juan María Concha stressed the importance of the social economy in the Community economy as a whole and highlighted the need for greater European competitiveness.

Rafael Montero, chairman of the Council’s Single Market working group responsible for drawing up the report, set out its conclusions with particular focus on the report’s proposals for enhancing European governance. Short-term measures to curtail the sovereign debt crisis, but also medium and long-term ones to provide instruments designed to prevent similar crisis situations. Montero noted that the report, backed unanimously, was drawn up over a very short period, namely just two months of hard work – a speed which was vital in allowing the Council to respond to the attacks suffered by Spanish debt in the summer.

Josep Borrell, well acquainted with the Community process from his experience in a spell as President of the European Parliament, gave the keynote talk. He questioned whether the response to this crisis from Community spheres will be the same as on past occasions, and accordingly it is uncertain whether the EU will emerge from it reinforced. Borrell noted that solutions may come from intergovernmental agreements, as has been the case so far, or from federalist approaches, with progress in economic and monetary union and also in political terms. But according to Borrell there is as yet no sign of such approaches working.

On 22 and 23 January, two days of workshops were held at the European Economic and Social Committee in Brussels as part of the EUROsociAL II programme. The event brought together specialists in online cooperation from the Economic and Social Councils of the Council for Economic and Social Development (CDES) of Brazil, the Economic and Social Council (CES) of Spain and the European Economic and Social Committee (EESC).

In the course of these two days, Eduardo Almeida, Project Manager for Brazil's CDES, was able to learn at first hand about the CESLINK network of European economic and social councils – coordinated by the EESC – and the online network of Economic and Social Councils of Spain and the Autonomous Communities – coordinated by the Spanish ESC: the areas covered included the setting‑up, structure, management and coordination of such bodies, their databases, the systemisation and dissemination of information, participation and virtual interaction among network members and practical experiences.

This initiative arose from the project to set up an online network for cooperation among the Economic and Social Councils of Latin America and the Caribbean, to promote cooperation between them, strengthen social dialogue and promote new forums for participation. The CDES of Brazil and the CDES of Rio Grande do Sul have been tasked, by all of the region's ESCs, to design the platform for this network and to get it up and running. EUROsociAL therefore supports this process of presenting best practices from the European experience, which could perhaps be applied to the future Latin American and Caribbean online network of Economic and Social Councils.

The National Economic and Social Council of Ireland (NESC), which is currently leading the network of national EU ESCs, organised the annual meeting of Secretaries-general of the ESCs members and of the EESC on 3-4 May in Dublin. The theme of this meeting was "Social and civil dialogue in a time of national and European crisis".

Each ESC participant made an assessment and analysis of its activities during a period of lasting economic crisis. It was also the opportunity to prepare next meeting which will also take place in Dublin on 8-9 November on the theme "Labour market and welfare reforms".

Annual meeting 2010 of the CESlink online cooperation network

The 2010 annual meeting of the CESlink cooperation network was hosted by the Bulgarian Economic and Social Council, in Sofia, on 24 and 25 June.
Aiming to reinforce communication between the Economic and Social Councils in the EU and the European Economic and Socal Committee, the network runs a joint portal, a joint document database and an intranet for internal communication.
The previous annual CESlink meeting was held in Malta on 7 and 8 May 2009, following the invitation of the Maltese Council.

Between 20-21 June 2011 the EESC hosted the 11th annual meeting of the CESlink online cooperation network. Created in 2000, together with the CESlink portal, by a joint decision of the national ESCs and the EESC, CESlink is a voluntary-based cooperation aiming to raise public awareness on the work of the national Councils and the EESC, to disseminate information on events organised and documents produced, to give support and develop cooperation and to strengthen communication on common areas of interest.
The network includes civil servants from the Councils in the EU and responsibilities are shared between the EESC (the CESlink portal and the coordination of the network), the Greek Council (Communication), the Italian Council (CESlink Documents Database) and the Dutch Council (CESlink intranet). This annual meeting focused on the future of the cooperation, taking into account the results of the two surveys ran on the CESlink portal and among the Secretary-Generals of the Councils.
On 21 June, participants were welcomed by EESC Secretary-General Martin Westlake and EESC Vice-President Anna Maria Darmanin shared her experience in using the new communication tools of the Committee. The group's proposal will be submitted to the next Annual Meeting of the Presidents and Secretaries-General (9-10 November 2011).

CESlink: online community of the Economic and Social Councils in the EU

The Economic and Social Councils and similar institutions (ESCs) in the European Union are consultative public institutions of national interest, established to ensure the social dialogue at national level between the social partners – organisations representing the employers and the employees - and the government. They include representatives of the employers' associations, of trade unions, of the government and of other organisations of the civil society, in socioeconomic, civic, professional and cultural areas.

The ESCs advise the national governments on strategic issues, providing, at request or by their own initiative, expert advice, opinions, studies and reports on economic and social matters to the government, the Parliament or the Presidency. They manage the communication between government, trade unions and employers, ensuring regular exchanges of views about laws and policies, with a view to reach compromise and achieve social peace. The advice – opinions, reports, studies, resolutions etc. - are usually adopted by consensus.

As components of participatory governance, the ESCs are highly diverse. The forms taken by the dialogue with the social partners and the civil society are equally versatile. Different national traditions have an impact on the ways the civil society actors play their part and the role of the ESCs is to express their advice, views and recommendations in the decision-making process.

The CESlink community was created by a joint decision in 2000 by the European Economic and Social Committee (EESC) and the national Economic and Social Councils and similar institutions in the EU, to promote the Councils and their work, mainly using online tools.

The network consists of a group of voluntary correspondents from the national ESCs and the EESC, who use the CESlink portal and the joint document database to keep up-to-date and communicate on works, events, and common interest themes. Apart from the on-going virtual dialogue, the group also meets from time to time at the invitation of different Councils or of the EESC, to discuss key issues, evaluate previous activities, present new developments and make plans for the future.

The network cooperates with the International Association of Economic and Social Councils and Similar Institutions (AICESIS); the meetings and events organised by AICESIS are published on the portal and the association's main documents are uploaded in the CESlink documentary database.
