ESC - The Economic and Social Council of the Republic of Bulgaria
Expanding opportunities for participation into the social security system for persons born before 1 January 1960.
Taking into consideration the interests of the civil society, the ESC reiterates the issue of the necessity of reaching civil and political consensus on fundamental issues of the pension reform in Bulgaria. By its opinion on the issues of the pension reform the Council presented its consolidated position both on the main challenges of the reform and in regard to the definite proposals for future solutions. In a number of opinions related to demographic issues and challenges, incomes policy and other, the Council expressed its concern regarding the forming consequences of the demographic development and income policy and their reflection on the insured persons and income of the elders.
Health Act Amendment Bill
The issues of health insurance of population and children in particular are one of the main issues in the activity of the Economic and Social Council (ESC). The Council advocates the right to equal opportunities for access to quality health services and medical service of all citizens of society. The problem of providing such quality services is especially serious when we talk about the health of children. In its work so far the Council has stressed over and over again the need for a focused state policy for protecting the rights of children and the need for undertaking specific measures in that direction.
Family, Good Parenting and Equal Gender Opportunities
The problems relevant to the family, good parenting and equal gender opportunities are considerable and determine the demographic situation, economic growth and social cohesion in the country, as well as development prospects of Bulgaria as an equal EU member state. The family, good parenting and equal gender opportunities concern the physical survival and personal development of every person as well as the preservation of nationality and national identity
Measures to Improve Legal Protection of Consumers
The rights of consumers in Bulgarian legislation are almost identical to the ones in any other country of the European Union. Their efficient application into practice is still a big challenge for Bulgarian institutions, civil organizations and consumers. If in Germany, for example, thousands of cases are solved annually, in Bulgaria this number is minimal. Does this mean that Bulgarian consumers have fewer problems?<br>The Opinion of the Economic and Social Council (ESC) on the main question of our society: how to improve the legal protection of Bulgarian consumers, is very much on time and in the interest of the citizens.
Draft of a National Reform Programme of the Republic of Bulgaria (2006 -2009) Growth and Jobs
The Lisbon Strategy issues and its implementation represent the basic topics of the Economic and Social Council (ESC) activities. During the last two years, the ESC of Bulgaria took part in the network of national ESCs of EU Member States, created by the European Economic and Social Committee (EESC), aimed at involving the civil society in the realisation of the Strategy goals. The ESC has sent representatives to the EESC study groups on areas of main priority of the Lisbon Strategy revised in March 2005, as well as to the coordination group. The Council has repeatedly expressed its position and has made more than 200 proposals concerning realisation of Lisbon Strategy main priorities and measures and realisation of major strategic issues of the country. The ESC, a year ago approved an Opinion on the Lisbon Strategy. This opinion proposed specific measures, among these the elaboration of a National programme of the government for growth and jobs.<br>In this regard, the ESC supports the efforts of the government for drafting and approving a national reform programme referred to the Lisbon Strategy aims, priorities and related decisions of the European Commission and the European Council.
