Long-term social care and deinstitutionalisation

Public Hearing - Brussels, Belgium

The Latvian Presidency of the Council has asked the EESC to prepare an exploratory opinion on long-term social care and de-institutionalisation, as a civil society contribution to the implementation of social services reforms and the improvement of long-term care. Once adopted, the opinion will be presented at the conference on "De-institutionalisation practices and further development of the European social care policy" scheduled for 15 June 2015 in Riga.

Due to the complexity of the subject, a hearing is deemed necessary in order to better understand the situation in the different EU Member States, examine the challenges and look at solutions. While there are still a significant number of people who could be "deinstitutionalised", the rate of deinstitutionalisation is still slow across most EU countries. Why – that is question we would like to discuss during this hearing.
